Hello and welcome to the forum.
It sounds as if there is a problem of some sort, either illness as she is overweight or an egg related problem. (My female laid her first egg when she was 26). Either way I think you should get her to a vet, preferably an avian vet as soon as possible.

She climbed up onto her perch last night. This morning she was signing and whistling with the birds outside when i opened the window. She is eating her breakfast right now.
Tiwa started laying two years ago when she was 16. First year 5 eggs over a period of time in the spring. This year only three in the spring. At first I thought that may be what it was but she stops eating a day before an egg is laid and gets very grumpy. She was grumpy but still had her appetite.
Tiwa also has picked feathers off her neck and upper chest.

Make sure she has plenty of calcium in her diet.
Does she let you inspect her feet, maybe it is a problem with her feet. What sort of perches has she got?
