When I approach my boyfriend's bird's cage, she fluffs up her feathers, stretches her neck forward and down a bit and sometimes sways from foot to foot. I will be talking to her and giving and asking for kisses which she often gives. She gets very close to me with the cage separating us. She has tried climbing onto me a few times but as she bit me hard once and nipped me a number of times, I am afraid. But I also want to get closer to her.

Hello and welcome to the forum.
It isn't fear - she is coming up close to you and has tried climbing onto you. She might see you as a rival. Spend time talking to her and offer her treats. Be positive with your movements, she will pick up if you are nervous.

It sounds like an aggressive behavior. Manzi and Maui will do that to others that they do not like and try to threaten. The only exception is that Maui will fluff up and do that to me, but she is never aggressive towards me though and will always let me pick her up. As soon as I put up my hand to pick Maui up, she flattens out all her feathers and happily steps up.
When Maui and Manzi are aggressive, their eyes will pin (pupils get really small).
