Do you have an offering of seed mix with a bowl of fruit in the cage? There are several Q&As about hand feeding, along with a discussion on clipping wings already on the forum.

He ought to be eating some food for himself by now, many greys are fully weaned by 12 to 16 weeks, eating entirely on their own but some people have greys who are reluctant to giving up the hand feeding and hang on to a night time feed for a bit longer. I think you should provide a mix of seeds, pellets, chopped up fruit and vegetables, cooked rice, cooked beans, cooked pasta, and see if he is tempted to try.
As Preston said, there are some threads about feeding baby greys and about wing clipping already on this forum. There are pros and cons with wing clipping and it has to be a personal decision.

They can be "potty trained" and this would help prevent the problem of him stepping in it but healthy droppings shouldn't smell.

What I mean is - fresh droppings should not have a bad smell. If your grey is producing smelly droppings all the time then it might be a good idea to take him to the vet because he could have an infection of some sort. That might also explain why he is reluctant to start eating other food.
