My grey is 1 year old and has grown some grey cone-like feather protrusions, which are rough to the touch.
He has also started to scratch a lot more especially in the areas of these protusions.
Anyone know what they might be? Is this normal?! Should I be worried??!!!

This sounds like new feathers growing in. They come in encased in a sheath which feels quite hard. Eventually the sheath gets preened off and there is a nice new feather. This is all part of the normal molting process and it makes the bird feel uncomfortable. Spray him with warm water and either add some aloe vera to it or use Canopy Molt Ease.

Yes, this morning I was watching a programme with a cockatoo and they showed it's feather encased - they advised to slight pinch the cone to help the feather on it's way. Is this something which you do?

I personally don't do that, in case it isn't quite ready. The bird will preen it off in due course. You will be able to see the little bits of feather sheath in amongst the usual dust and dander.
