It is normal behaviour. Greys in the wild do a lot of foraging on the ground and yours have the soil base you have provided for them.
Greys in captivity often exhibit the same scratching behaviour even if there is nothing to dig into.

Joshua forages too. He scratches his newspaper carpet, shreds it, piles it into a corner and then digs into it again with his feet, facing away from it. It's most odd.
On the other hand, he seems to do it mostly if he is being ignored or is bored. Sometimes he shreds the paper, and then pops his head up and looks at me as if to say, "See what I do when you ignore me ... YOU will have to clean this".
He's an honest-to-god ratbag sometimes.

Shred or preen? Preen or shred? What's a bird to do?

My sweetie does the same, I also think she is looking for more attention, she scratches like mad then looks up at me, and carries on scratching, and boy if I have visitors, well no one can hear anything at the rate she can carry on. If I take her out for a while, she quietens down when you put her back.
