Jack will only let one of us get him out of his cage, but once he's out he will go to either of us. But he used to let us both get him out. Is this normal?

Which one of you? He will see the cage as his territory and may have decided to assign this particular privilege to just one of you.

Well it ain't me....LOL And he is suppose to be my bird. It's my partner. But one he is out of the cage I can play with him all i like. He was letting me do it till the lady came to do his nails. I was thinking that since I got him out for that, this would be why he isn't letting me get him out now. But wasn't sure. I can put my hand in the cage and he wil just look at it. My partner does and he comes right out.

Yes I remember your other post about this. I think perhaps he thinks that if you get him out he will have to go through that ordeal again. If he is just looking at your hand now and not lunging at it, as he was before, maybe he is coming round.

There is a lung once in a while but not like before. I can get him out with a perch in my hand. That's how I have been doing it. Maybe it's just my hands....LOL

Well jane he may just be coming around. He let me get him out on my hand twice today. Maybe it's got something to do with the fact that i bleach my hair blonde and it started growing out brown, but I bleached it again today and he had no problems with me.

Yes it could be, they can be very sensitive to change, new things, even something slightly different. From the sound of it he is coming round though.
