I have tried many different things on the cage floor over the years - loose sand, paper cat litter, sanded sheets, shredded paper, plain white paper, newspaper etc. The design of the cage means that Mitzi can easily reach down through the grid and pull up anything that is on the tray, so anything I use does have to be bird safe. For quite a long time now I haven't used anything at all but have put a coat of sunflower oil on the tray and this makes it easier to clean. However it is still more messy than just being able to change some newspaper.
Several days ago I decided to try newspaper again. As soon as Mitzi saw it she was down and pulling it through and chewing it up. She was even ignoring her favourite shredder toy, the one with the paper roll in it. I put several sheets of newspaper down and still put the sunflower oil on the tray, this seems to act like glue and prevents the bottom sheet of paper from being pulled through because it can't slide so easily. However, she is so determined and ignores the other toys that she previously played with. Newspaper is obviously much more exciting.

I always use newspaper. Chy never tries to rip it. I have a routine in which I never use the obituary pages because I think that would be disrespectful. However, I delight in using the pages with photos of politicians that I dislike. There is nothing like seeing a photo of Trump with poo on his face.

I use the cage liner papers but I had to put the grate back in because after years of never going near the bottom of the cage Hector has started ripping up the paper and putting his beak down on the bottom and digging with his feet. I don't know what's going on with him but he has been very destructive of late.

I have had to stop putting newspaper in. Not only was Mitzi chewing it up but she was being very aggressive to Monty, chasing him round, biting him and pulling his feathers out. Now there is no newspaper and she is back to her normal self.

It didn't last long. Mitzi has been chasing Monty again and biting at him. When I tell her to stop it she fluffs up at me and shouts: "Horrible". Talk about answering back!
