Hi everyone- We recently adopted a 14 weeks old African grey and just found out his wings have been excessively clipped by the breeder, and to the extent that he is not able to balance well. We are told that it can take almost a year for him to have new feathers. I am wondering if he ever be able to fly once he has grown his feathers again?

Hello and welcome to the forum. It will take time for the new feathers to come in because they will have to wait for the natural molt. It isn't just about the flight feathers though, the chest muscles need to be strong enough as well. He might exercise these by flapping although if he isn't able to balance well he might not be able to.
