When a parrot makes a bobbing/pumping movement with the head it is most likely regurgitating food. A few seconds after the bobbing starts, some food will appear in the beak. In the wild they do this for their chicks and their mates. In captivity they often do this for a favourite person so it is quite an honour. Of course they don’t always give it to you, they often just eat it themselves. It is a voluntary action and is sometimes the result of a stimulus such as being stroked by a favourite person. It is part of mating behaviour though and therefore shouldn't be encouraged. This is in contrast to actual vomiting which is involuntary and much less controlled. Vomiting is fairly rare but it can be serious. Excessive regurgitation can also be a sign of illness.
